If there is a Government program - someone is getting a "cut", payoff, or "kick-back" out of it. Usually, the "reward" goes to a government "friendly" group or individual who generously contributed to the politician's last campaign.
One example, is the vehicle smog scam. I have argued with mechanics about this. What they don't tell you is more emissions of a different type (and Not tested for) are released instead. Despite improvements in the rotary engine, it is still not very efficient.
There are other sources that "give off" more carbon dioxide than vehicles. Narrow-minded environmental agendas, influencing political law-making processes, would never reveal this.
If the government implements it - someone wins with your tax dollars & that someone is Not you!
